An Almost New Gaspar García Laviana

The Hospital “Gaspar García Laviana” in Rivas has continued to benefit from upgrades which started in November 2008 with the construction of five operating rooms and an investment of 50 million Córdoba’s. Since then it has received an 8.7 million Cordoba investment that was used to reconstruct the morgue, build a perimeter security wall that borders the entire premises as well as rehabilitation of the wards, and the electrical system. The four big remodeled wards can house more than 150 patients and have new wiring, windows and Coventech dividing walls which, according to the physician, keep the cockroaches away.

The perimeter wall running 1,164 metros was needed for security for patients and staff as well as to keep livestock and other animals out.

El Hospital “Gaspar García Laviana” de Rivas ha seguido beneficiándose de las mejoras que iniciaron en noviembre de 2008 con la construcción de cinco quirófanos y una inversión de 50.000.000 de Córdobas. Desde entonces, ha recibido y paredes divisorias de Coventech, que según los médicos, mantiene las cucarachas a distancia.

El muro perimetral ejecutando es de 1.164 metros, se necesitaba para la seguridad de los pacientes y el personal, así como para mantener el ganado y otros animales fuera del área.

“Illegal Aliens are not Criminals” says Nicaraguan Network of Civil Society for Migration

News of an “Approval in general” of the Law on Migration and Aliens (that has been shelved since 2007) has put the proposed law back in the news as the Nicaraguan Network of Civil Society for Migration looks to ensure that the legislation meets current human rights law.

Heydi González is the Coordinator of the Nicaraguan Network of Civil Society for Migration and she has been studying the proposed law. Some parts are obvious, such as prohibiting the hiring of undocumented workers, or those having a legal status yet are not allowed to perform work activities. Yet other sections concern González and her organization. For instance, if the law was passed as it is, it would require hotels and other places of accommodation (as well as public transport routes and taxi drivers) to ask for persons to identify themselves when they request service or risk a fine. This, González believes, would be a violation of basic human rights.

González acknowledges that in Central America the same or in some cases harsher Migration and Aliens legislation exists. However she believes that in Nicaragua penalties or fines should only be applicable to those involved in the “business” of housing, transporting or illegally employing aliens. “We must, as a matter of principle, not treat the migrant as a criminal” she said.

La noticia de una aprobación “en general” de la Ley de Migración y Extranjería (que había sido engavetada desde 2007) ha puesto la propuesta de ley de nuevo en las noticias, ya que la Red Nicaragüense de la Sociedad Civil para las Migraciones busca que se cumpla con la legislación actual de los derechos humanos.

Heydi González es la Coordinadora de la Red Nicaragüense de la Sociedad Civil para las Migraciones y ella ha estado estudiando la propuesta de ley. Algunas partes son evidentes, tales como prohibir la contratación de trabajadores indocumentados, o los que tienen un estatus legal, pero no están autorizadas para realizar actividades de trabajo. Sin embargo, otras secciones que refieren González y su organización son por ejemplo, si la ley fue aprobada tal como está, se requeriría hoteles y otros lugares de alojamiento (así como las rutas de transporte público y taxistas) para pedir a las personas a identificarse cuando soliciten servicios o correr el riesgo de una multa. Esto, cree González, sería una violación de los derechos humanos.

González admite que la migración en América Central es igual, pero en algunos casos es más dura la legislación de extranjería existente. Sin embargo ella cree que en Nicaragua las sanciones o multas sólo se aplicarán a los involucrados en el “negocio” de la vivienda, el transporte o la contratación ilegal de extranjeros. “Debemos, como una cuestión de principios, no tratar a los migrantes como criminales”, dijo.
